The International Chamber of Shipping (ICS) informed that – although given recommendations by the IMOcirculars to the Port Authorities – the Paris MOU continues to regard as a lack (deficiency ) , which will be recorded , for missing Security Certificates (Security-Related training) of seafarers.
The Paris MOU DOES not accept the recommendations for extension of compliance with the STCW until 01/07/2015 .Despite the pleas and arguments of the ICS, the attitude of the Paris MOU will be maintained until at least May 2014 when the Commission will convene the Paris MOU and will consider the matter further .
The ICS recommends the following actions if problems arise regarding an inspection by inspectors of Member ports :

Ensure that the copies of the two circulars of the IMO are available on board to inform inspectors.

Action in the national audit authority given port if a related deficiency was imposed by a PARIS MOU inspector with insufficient justification for the training of seafarers in security matters.

The Paris MOU issued a press release stating that the preliminary results from the Concentrated Inspection Campaign (CIC) on Propulsion and Auxiliary Machinery, carried out between 1 September 2013 and 30 November 2013 in the Paris MoU region show that:
68 ships (41% of all detentions) were detained over the 3 month period as a direct result of the CIC for deficiencies related to propulsion and auxiliary machinery. Problem areas included the propulsion of the main engine, cleanliness of the engine room and emergency source of power/emergency generator.

The Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) with the purpose to ensure compliance with SOLAS Chapter II-1 commencing from 1 September 2013 and ending on 30 November 2013.
The scope of the CIC is the safety of propulsion and auxiliary machinery, especially the working order and maintenance of the main engines, auxiliary engines, auxiliary equipment and their related alarm systems. Special attention will be given to familiarity of the crew with safety and emergency procedures with regard to these systems.The propulsion and machinery installations will be verified in more detail for compliance with the mentioned scope of the CIC during a regular Port State Control inspection conducted under the regional ship selection criteria within the Paris and Tokyo MoU regions.
Port State Control Officers (PSCOs) will use a list of 12 selected items to verify critical areas for the propulsion and auxiliary machinery installations, some of which are related to documentation, main and auxiliary equipment, crew familiarization and operational controls. For this purpose, PSCOs will apply a questionnaire listing a number of items to be covered during the concentrated inspection campaign. You can click here to download the questionnaire .
When deficiencies are found, actions by the port State may vary from recording a deficiency and instructing the master to rectify it within a certain period to detaining the ship until serious deficiencies have been rectified. In the case of detention, publication in the monthly detention lists of the Paris and Tokyo MoU web sites will take place. It is expected that the Paris and Tokyo MoUs will carry out approximately 10,000 inspections during the CIC.

The port State control authorities in the 27 member Paris MoU will focus their attention on passenger ship safety in 2013. Following the loss of the cruise ship Costa Concordia, in May the Paris MoU Port State Control Committee agreed to organize a Harmonized Verification Program (HAVEP) on operational controls on passenger ships. The HAVEP will last for twelve months, commencing on 1 January 1 2013 and ending on 31 December 2013.
PSCOs will use a questionnaire listing a number of items to be covered during the HAVEP. All items will be verified in more detail for compliance with related items in SOLAS Chapters II, III and V.
The main purpose of the HAVEP is to verify that:
• In the event of a shipboard emergency the crew can organise themselves
into an effective team to tackle the emergency;
• The officers and crew can communicate effectively with each other and with shore based support and rescue services;
• The Master is in control and information is flowing to/from the command centre; and
• In the event of the situation getting out of hand the crew and passengers
can safely abandon the ship.

The joint Concentrated Inspection Campaign on Fire Safety arranged by the Paris, Tokyo and Indian Ocean Mou’s has now been in progress for a month.Class DNV has prepared a list, which includes the preliminary results seen on DNV class ships.
As a risk-reduction measure, we recommend that the items covered by the DNV CIC checklist are carefully checked as soon as possible and kept up to standard at all times.
Moreover,according to the information from ClassNK until 20 Sep., some vessels were detained with the major deficiency “Officers not familiar with Fire Drill”.
Fire Drill required at PSC inspection was assumed the scenario of fire at Engine Room and the thorough process of fire fighting for the initial to the final phases including a simulated operation of fixed fire extinguishing system like CO2 system, etc.
Therefore, we would suggest to review the following:
– Whether the Scenario of fire drill applied onboard includes the above mentioned one.
– Frequency of fire drill which covers thorough process for the initial to the final phases.

Launch of concentrated inspection campaign on Fire Safety Systems beginning 1 September 2012 by Paris Mou and Tokyo MoU on Port State Control.
The 43 Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) with the purpose to ensure compliance with SOLAS Chapter II-2/ Construction – fire protection, fire detection and fire extinction arrangements on board ships. This inspection campaign will be held for three months, commencing from 1 September 2012 and ending on 30 November 2012.
In practice, the CIC will mean that during a regular port State control inspection conducted under the regional ship selection criteria within the Paris and Tokyo MoU regions, the fire safety arrangements, maintenance records and other applicable documentation will be verified in more detail for compliance with SOLAS Chapter II-2.
Port State Control Officers (PSCOs) will use a list of 12 selected items to verify critical areas for the shipboard fire safety systems, some of which are related to documentation, equipment and crew familiarisation.
For this purpose, PSCOs will apply a CIC FSS – Questionnaire to be covered during the concentrated inspection.
When deficiencies are found, actions by the port State may vary from recording a deficiency and instructing the master to rectify it within a certain period to detaining the ship until serious deficiencies have been rectified.
In the case of detention, publication in the monthly detention lists of the Paris and Tokyo MoU web sites will take place.
It is expected that the Paris and Tokyo MoUs will carry out approximately 10,000 inspections during the CIC.
The results of the campaign will be analysed and findings will be presented to the governing bodies of the MoUs for submission to the IMO.
Other MOUs may also carry out a CIC on the same topic during this period.

The Paris Memorandum of Understanding on Port State Control (Paris MoU) held its 45th Committee meeting in Riga, Latvia, from 7 – 11 May 2012.
High importance was given to Concentrated Inspection Campaigns (CICs). A CIC on fire safety systems has been scheduled from September to November this year, a CIC on Propulsion and Auxiliary Machinery in 2013 and a CIC focussing on hours of work and rest in 2014. The campaigns will be carried out jointly with the Tokyo MoU.
The Committee recognised the need to focus on passenger ship safety and agreed to do so in the form of a Harmonized Verification Programme (HAVEP) on operational controls on passenger ships in 2013. The HAVEP will run for a period of twelve months, during which period PSCOs focus their attention on compliance with regulations concerning operational ermergency drills. The Committee noted that the detention rate of passenger ships increased in 2011 to 4,4% compared with 1,6% in 2010 and 2009.
Mr. Schiferli, the Secretary General, stated: “The HAVEP should provide valuable information on operational safety of passenger ships and results could be compared with a similar programme carried out earlier by the Paris MoU.”
Since the Maritime Labour Convention 2006 (MLC 2006) is expected to enter into force in 2013, the Committee agreed in principle on amendments to the Paris MoU text, introducing the MLC 2006 as a relevant instrument.

New codes that have been effective within the Paris MOU region since July 2011 have now also entered the implementation phase within the Tokyo MOU region. The new codes are structured into 17 main groups, compared to 31 groups in the previous deficiency coding system. There are three large groups, which are divided into sub-divisions: certificates and documents (three sub-divisions), working and living conditions (two sub-divisions), and pollution prevention (seven sub-divisions). After implementation, the new coding system willl be used in roughly 50,000 PSC inspections per year.
There is, however, a difference when it comes to ISM and ISPS deficiencies. While the Tokyo MOU links the deficiencies to the the relevant section of the ISM and ISPS codes, the Paris MOU has decided to keep one common deficiency for each of these two groups.
